The Terrain Question, Honestly
Lisbon is built across several steep hills, and its most charming neighborhoods — Alfama, Bairro Alto — are also its steepest and most cobblestoned. A stroller alone struggles here; many parents find a carrier does more of the work in these specific districts, while a stroller remains genuinely useful along the flatter riverside and in newer areas like Parque das Nações.
What Works Well With Babies and Toddlers
The riverside promenade along the Tagus is flat, wide, and stroller-friendly for a long stretch, with playgrounds and open space along the way. Lisbon's trams (particularly the famous Tram 28) are a genuine highlight for kids, though they get crowded — an off-peak ride tends to work better with a stroller or a squirmy toddler than a packed midday car.

An easy age for Lisbon — a carrier handles the hills without issue, and a baby this age doesn't need the terrain concerns that come with an active toddler. Shaded parks and baby-friendly cafés are plentiful.
1-3 Years
The trickiest window for the hills specifically, since a toddler is mobile enough to want to walk but not always up for the terrain. Leaning on the carrier for the steep old-town districts, and saving stroller time for the flatter riverside, tends to work better than trying to force one piece of gear to do everything.
3-6 Years
Old enough to walk the hills themselves in shorter bursts, with breaks — this is genuinely an easier age for Lisbon's terrain than the toddler years.
